Stuck on downloading terrain minecraft server

just got stuck on "Loading Terrain" and I just kept getting disconnected. Definitely try to make sure you are on Minecraft Version 1.8 to 1.12

My server's hard drive crashed and I replaced it, so I have a fresh install and since 1.0 is coming up at 'some point' I tried to setup the unrecommended build (keep reading!), however when my friend tries to connect now, they get stuck at "downloading terrain" and then eventually "connection Lost, timed out".
